万国郵便記念日。

2月19日は「 万国郵便連合加盟記念日」
1877年2月19日に日本が万国郵便連合 (UPU) に加盟した。
万国郵便連合の設立によって、次の3点が合意形成された。
地球上のほぼすべての域から固定料金に近い形で郵便物が送れること。
国際郵便、国内郵便（内国郵便）がともに同様の扱いがなされること。
国際郵便料金は、それぞれの国で徴収し、使用すること。

The UPU established that:
There should be a uniform flat rate to mail a letter anywhere in the worldPostal authorities should give equal treatment to foreign and domestic mailEach country should retain all money it has collected for international postage.
